I have recently begun finishing the basement of my home. Currently I am in the middle of framing in two rooms and a bath but have recently decided that the exterior stairs must be addressed. The stairs are poured concrete, and although they are in relatively good condition for the age of the home, the rise and run of the steps are concerning (rise too high and run too short). As I am attempting to keep the cost of finishing the basement low I am doing all work myself and can not entertain options that require high costs or expertise.
You're certainly not obligated to change those stairs by code unless there are some very strange circumstances. If you want to bring the rise and run into more "modern" dimensions, you're usually facing removal of the old stairs to facilitate reinstallation. If room allows, I have seen people frame stairs conventionally, resting the stair stringers on the old concrete stairs.
Can you post a picture of what you've got and give some dimensions? We might be able to get creative.
