Collar tie question


IIRC the collar tie can only be moved up 2/3 the length of the rafter, correct? Is this measurement to the center of the tie, or the bottom of the tie?

In other words, if I'm trying to determine what my ceiling height will be after the installation of the collar ties, after I determine 2/3 the rafter length to get an elevation, do I then have to subtract 1/2 the collar tie stock width to know the ceiling height - or can I run the bottom of the collar tie at 2/3 the rafter length?
