Cold room air vents


We recently bought a house with a cold room under the front veranda.
Freezing in the winter, very hot in summer, not sure what to do.
Also the vent for the room, I must close and open from the outside. Builder tells me this is correct. The vent is not fitted correctly and we have a spider problem along with water.
Can anyone tell me how this should be installed. I live in Canada.

Exactly what vent are you talking about? Is it possible this room was added on? Sounds like it's simply not insulated.

This is a simple plastic type vent cover for a hole in the foundation. The ventilation is for the cold room. However in order to open and close the vent I must go outside. Question is it on backwards? should I not be able to open and close from the inside

It sounds like you're talking about a crawl space vent. If so, it isn't "ventilation for the cold room." Whether open or shut, it should have little or no effect on the temperature in that room. And no, it's not on backwards.

So they have added this vent to my cold room, are suggesting they have put on the wrong vent.

No, you are not understanding. If that vent is indeed for your crawl space, it has absolutely nothing to do with the temperature in that cold room. Some jurisdictions require crawl spaces to be ventilated. Please answer the question: is there actually a crawl space under that room??
