cold room

Can anybody help.
I had water come through my air bricks in a kitchen extension 4 months ago and ever since the room has been impossible to heat.
Could the water have damaged the under floor insulation, which is about 4 inch thick Styrofoam like material covered in aluminium foil type which sits on the sub base?
