Cold floor near dryer vent

Hello,

I live in a condo with concrete walls and floor. Our dryer exhaust is located underneath our balcony. During winter, our floor gets really cold in line with the dryer exhaust -- my guess is that cold air is coming through the vent.

What can I do to avoid cold air coming through the exhaust vent?

Thanks!

There's suppost to be a flapper of louvers in the part of the vent sitting outside stopping air from getting in. May be stuck or need to be clean.
The hole though the wall also may not be seal or the insulation got pushed out of the way inside the wall when they made the hole.

I wouldn't get one of those. Birds have a habit of building nests in them (yes, they can get in - it has happened to me). There is a vent that is similar but has a cover to block critter entry.

start at the outside and check to see if the vent flap is operable. go under the house and check for insulation around dryer vent duct, holes in foundation for drafts etc...the piece of insulation in the floor joist bay could have been removed for the dryer vent placement also.

oops, missed the concrete part, Thanks Joe. looking at it from the outside is the only way to see anything if the duct pipe is in the slab....
