Choosing the right sort of glue

I am trying to adhere a rubber strip to a ceramic tile floor, with very little success.
Can anyone suggest what type of product I can use that will work with both these surfaces?

It's for an accessible shower so that wheelchairs can roll over it.

latex rubber bas'd cement,,, whatever use won't make any difference IF both surfaces aren't CLEAN,,, the type i'd use is ' filler ' & you can get some at any monument company engraving shop.

100% silicone would probably do it. If that doesn't work, Plumbers GOOP will stick anything and is waterproof and flexible.
