Chipping plaster


We own a house in west michigan that has stucco and some sort of plaster on the outside of it. All of our external walls are made out of concrete. Who ever built it 60 years ago must have been in the business. In the past few years we have noticed that just the plaster has started to chip away and is extremely noticeable. The stucco remains in great shape. We dont know how to go about fixing a problem like this. It looks like someone just slapped the plaster on over the cement with out any adhesive like a wire mesh to hold it down. We have contemplated chipping the plaster off completely and painting the cement. Does ANYONE have another solution for patching the plaster. Or even what it might be if it's not plaster. We clearly bought our home from a scammer who did a lot of things half way. HELP US!
