You need to go back and edit your profile so people will know where you live for better ansewers.
Not a great plan unless your willing to go though a whole lot of steps to do it.
If you Google "insulation Zone map" it will tell what's suggest for insulation in your area.

Your going to have to allow for two differant things, Venting, insulation.

Just having 2 X 4's leaves you with almost no room for either.
It is possible to add onto the 2 X 4's to allow more room for insulation.

Your also going to be loosing a lot of avalible heat sitting up at the ceiling doing nothing.

Looks like your going to need a minimum of R-40.
You may want to look into having a company come in a spray foam.

if you have existing soffit vents and a ridge vent and still want to use spray foam they can install an insulation baffles in the rafter bays. this will provide ventilation from the soffit to the ridge vent. they can then spray foam from the bottom side of the insulation baffle to your ceiling.

Can you post pics?
They help a lot.

If your rafter is just a 2x4 it may not really be strong enough.
Or do you have trusses?
