CanLites needed in Insulation addition?

I am being told by a contractor that Canlites are not needed for an add on blown in insulation using Knauf Jet Stream® 73.3 Blowing Insulation.

Another contractor who was going to use Insulsafe SP from CertainTeed was planning on using Canlites.

Can someone help me with which if any is better and any pros and cons

Thanks, I appreciate any input

CanLites are enclosures put around existing light fixtures prior to blowing insulation into the attic

.......you may have misunderstood your contractor. Recessed lighting is commonly can lighting, if you're installing recessed lighting with insulation then you need an insulation approved can light, usually installed with a lower watt bulb.
If you're installing under-ceiling lighting then you do not require a can light BUT you will require a recessed lighting outlet to house your wiring and hang the fixture from.
Hope that helps...))

There are also IC rated can lights. The housing provides the three inches of space around the fixture. You can bury them in insulation. They cost a bit more, but they install in one shot as a contained product, rather than fiddling around with whatever you are talking about.
