bulkhead doors

i was just wondering if anyone knows of any alternatives for a bulkhead door. my husband and i are currently having a house built and on the back of the house there is going to be a 4' knee wall... i was hoping to avoid some of the extra costs of the bulkhead and perhaps just build some steps in the basement and add a set of small doors flush with the siding of the house... hopefully this explains what i'm looking for and any help is greatly appreciated...

bulkhead doors

i am just wondering if we can install a flush door on the knee wall... not a full size door because we're limited on cost... i don't have a clue as to how to explain this... i can't even draw it and have it make sense... i just don't see why the only basement entry option if you don't have a full walkout basement is the bulkhead... i looked and looked and there are no other options...
