Better - gravel or paver base for cement slab ?

does it make a difference to pour outdoor cement slab (for a shed) over a compacted "Step 1" paver base or gravel ? The reason is I have quite a few bags of Step 1 Paver Base available but not gravel.

whatever you put down should be compacted if settling is an issue. a small shed w/out pipes and wires penetrating it needs little help if your ground has any guts. what will settling hurt? nothing? then don't be too worried about what you use.
