? Best cement/adhesive for under water?

Looking for recommendations for the best cement/adhesive for tile on the side of pools. I have been using what the pool store has but it does not seem to hold well ..... I get maybe two years before the tile falls off.

Note: I do clean well before applying and I ensure that the water does not rise and freeze at this level during winter.

Any suggestions would be greatly appreciated.

bill, you won't get any decent performance til the prep's done right,,, you need to clean off back to the plaster coat or even thru it to the conc,,, same w/the tile - we use a 4" grinder & .110 diamond blade to scuff off the backsides,,, then try your underwater patch plaster again.

Try full out epoxy grout and mortar.
