bathroom ceiling fan/vent leaks thru vent when it rains


The vent was installed in 2004, but in the last year, whenever it rains water runs back thru the vent duct and pores back into the bathroom. We have cleaned the damper but it still is coming in. There is no water in the attic roof or rafters. It is coming in the vent hose. Any ideas what to do?

Odd that all of a sudden, after 6+ years, it's leaking. Has anything been done to the roof? Does the damper shut completely? It sounds like the damper is slightly open and wind blown rain gets under the damper and lifts it.
