Basement wall Problem

heres a few pictures of our damp basement its the outside wall and I believe its plaster on terracotta blocks. We will be getting the sink moved to a different wall so that the damp and crumbling wall can be fixed what I want to know is if I remove the crumbling wet plaster what options would I have? Could I seal the wall somehow and just put up dry wall or would another route have to be taken?

If that is an outside wall (exposed on the other side, not backfilled) where does the moisture come from? What makes you think its made of terracotta block? What color is the block?
