basement wall disintegrating

Hi Folks,

I am new to this forum and a new homeowner, I hope somebody can help me on this.

At certain location of my basement, the concrete wall seems to be disintegrating. It generates lot of dust and stones in concrete are falling off, see picture. This part of the basement is 5ft underground and probably related to moisture penetating through the concrete.
What is the best way to fix it from inside ?
