Basement Statirwell Landing-direct seeping in

My house is five year old and in the walkup basement stairwell landing I am seeing some dirt coming up probably from where the landing floor meets the stairwell wall. Should I clean this up and fill in with a hydraulic cement or call a contractor. I am concerned this could clog up the drain. Photo attached. Any help appreciated.
