Basement stairway landing require footing?

I'll be building a new basement staircase starting this weekend. This requires a landing half way through the run. The basement floor is ~1" thick concrete. Should I cut out a section of the concrete and add a footing. This would support either a short wall or post?
Or is it OK to build this directly on the concrete floor

I can't see you cutting the concrete for this. If it seems solid, use a plate on the four sides and stud up to the landing. If there is any way to hang some framing from above, you could transfer a little weight this way as well.

I wish the floor were 3" thick then it wouldn't be an issue. With so little concrete, can I effectively attach fasteners to secure the plate or a post base?

I think you can. Use tapcons sparingly. Maybe cut a sheet of 3/4 treated ply the size of the landing and fasten that to the floor first with some PL 500.

That's not a bad idea. I didn't think of adhesive. I was trying to avoid the wood/concrete contact by putting some kind of membrane between the two. Maybe I'm overthinking this, I tend to do that.
The original staircase lasted more than 80 years built this way built right on top of the thin concrete

To meet minimum Code may require footings under the thin slab to take the point loads at the posts. The landing requires enough framing strength to support 40# sq.ft., along with a few diagonal braces (or drywall) as it's elevated 4-5' in the air with bracing only from the stair sets direction. I'd build to minimum Code for the paper trail (handy when selling), and a permit if needed because you are replacing a structural element that may also be egress to/from the basement.
