Basement Foundation Help

Help ...
Looking to buy a half finished house and finish it, but we see this in the basement, anyone know what this is? is this a foundation issue? cause for real concern or just cosmetic? live in PA, so also looks like a little frost coming through? any help greatly appreciated

That looks like mold, which can grow on concrete if the concrete is moist. Might want to have it checked by a professional.

Basement Foundation Help

Out of curiosity, does the pattern on the walls inside match the topography of the soil against the foundation wall on the outside?

It could reflect the exterior, but the patterns follow classic poor concrete placing that is common in residential construction.

Are there drain tiles (exterior, interior or preferably both)? The moisture could be the moisture that feeds the mold as long as there is something for it to grow on.
