basement floor water
The guy that moved into the house next to me claims that his basement floor is leaking from the bottom up??? he said there is no trace of any water that has been coming in from the walls and that the concrete is thin and porous enough to have water surface from under the house forming a puddle in the middle of the room. He reports that there are no leaks from the ceiling or anything, is this possible???

If this is possible, what are his alternatives of prevention? Dryloc, any other water based concrete water repellant?

A high water table and a poor or inadequate drain system and/or a broken sump pump will allow water to migrate through a concrete floor nothing short of repairing or installing a proper drainage will improve the problem.
