Thats a real open ended question

What are the building specifications, drywall? drop ceiling? isulation? sound proofing? lighting style? flooring type? trim type?

I am sure you are getting the picture here.

As Ron mentioned, is it like buying a car/cars.

You can buy a Bugatti Veyron delivered to the U.S. for $2,400,000 with a $240,000 cash down payment in advance of the order and expect delivery in the U.S. in a few years after you have been to Europe to be measured for seating and then return for final acceptance. After that, you can return to get certified to drive the worlds fastest car (266 mph) after they adjust the computer and limits to go past the standard 180 mph. - Probably one of the few ways to get a small VW V8 (actually W16) into the U.S.

It all depends on what you want as far as your expectations and specifications. Dealing with a local designer/contractor will give you a far better idea of the real price for what you want instead of trying to get a cheap price for a car from VW/Porsche.

How much are people spending where you live on redoing their basements, and are they getting it back in resell. I would say no on the later, since homes are loosing value quicker, than driving a car off of a dealership lot.

You need to sit down and decide what basement job you want. The more detailed the specifications the more valid the estimate. Then call in a few guys and give them all the same spec sheet and compare the estimates.
You will need permits. The ones that say you don't need them, pat them on the head and say good bye. You do not want unsupervised work.
