Attic house fan

We have an attic house fan in the cealing that is suppossed to suck out hot air from the house when turned on in about 5 minutes.
I do not notice much change (if at all) on hot summer days after runninit for 15 minutes.
Do I need another fan on top of the roof to pull out the hot air in the attic?

If the air outside is hot, the air inside will also be hot, but there is the cooling effect of moving air. The proper way to use that fan is to close the windows on the sun side and open windows on the shade side, letting in cooler air. You need as much exhaust space in the attic as the fan moves air, gable vents or similar.

You don't mention the size of the exhaust vents you have to get the hot air out of the house.
You need to tell us when you're using the fan. As Bill said, using the fan mid day when it's hot out will not cool you off much. These fans work best, when the outside temps are lower then the inside temps.
You also need to open enough windows to allow the cool air in.
To cool the attic, you also need an attic fan which works during the day when the whole house fan isn't normally on. Since it's set on a thermostat in the attic, it won't go on when the whole house fan is operating(unless the thermostat is set lower then the outside temps.)
