Attach Bike Rack to Double Wythe Brick Wall

Hey everyone, my wife and I just ordered some nice new bikes this weekend. We're planning on biking to work to see if we can help put off getting older for a while. We live in Washington, DC which means storing bikes outside is a dangerous prospect. Unfortunately, my mother-in-law lives in our basement, so the bikes get to live outside. We'll eventually have a deck with a relatively enclosed underside, so I'll just install a couple of bike posts and we'll call it good.

But until then, I've got to come up with something. We do have a small cement patio over the basement entrance, so if I keep them there, at least they'll stay dry. As far as keeping them safe, the best I've seen so far is this, a locking vertical bike mount. Seems to fit the bill, but I am definitely open to any and all suggestions. Barring any remarkable alternatives, my real question is, what's the best way to go about bolting this to the wall? I suppose I could use an epoxy bolt, expansion bolts, hammer anchors or even tapcons. The bikes aren't terribly heavy, but I want to make sure this can't simply be forced off the wall with a crow bar. Also, is there a type of anchor out there that cannot be unscrewed/removed? I'd hate for the neighborhood punks to get smart one day and find a screw driver, right?

So, any thoughts?
