Any guidelines as far as how big, how many, or where the holes can be made in wall ?

Is there any guidelines as far as how big, how many, or where the holes can be made in a cinder block foundation wall? I have looked everywhere online for guidelines. I know there are all kinds of "rules" for holes in joists and studs. What about holes in cinder block foundation wall?

I need to make two 6" holes for HVAC in the topmost row of blocks, about 2 feet apart. House is 2 stories.

I don't see any issue with that.

As you don’t mention the use:

“Vent terminations installed per the manufacturer’s listing. (M1804.2.1)
Venting systems terminate not less than 4’ below or 4’ horizontally from, and not less than 1’ above a door, an operable window or a gravity air inlet into a building, nor less than 3’ above any forced air intake within 10’, nor within 12” of grade. (M1804.2.6 & G2427.8 )
Vent terminal not mounted directly above or within 3’ horizontally of a gas meter or oil tank. (M1804.2.6)
Vent terminal no closer than 3’ to an interior corner formed by (2) perpendicular walls. (M1804.2.6)
Power exhaust terminals not located within 10’ of property line and adjacent buildings. (M1804.2.6)” From: http://www.mybuildingpermit.com/Insp...0checklist.pdf

Thanks guys for your response!

Here's what I want to do:
I need to make two 6" holes in the cinder block foundation so I can run HVAC to a new mudroom built in an existing garage. I was just concerned about the two holes weakening the foundation and was wondering if there were any guidelines for this.
