Another deck question

To make a really long and annoying story short, my hud inspector who previously approved the property (multiple times) is now telling me that the deck needs a step. This along with various other annoying issues that had previously passed add up to quite an overwhelming list.

My question : what is the code requirement for a step off of a deck?

In California by the way.

It depends on how tall the deck is!

Why not ask the inspector? I don't know what code says, but one of my decks is 16 inches off the ground and has no step. Should it? Don't know, but it passed inspection.

This is a building code issue, which can best be answered by the local building code enforcement official.

If the deck is under 8" off ground for any 3' section it should not need a step. If it is over 18" off ground it needs railing. If more than 1 step is required it needs a graspable hand rail. At least that in the code in my area.

A good illustration of how codes differ in different areas. Here, a railing is not required unless the deck is more than 30 inches off the ground. Also, one of mine has four steps, another has three. No handrails required.

Some townships around me do not require building permit (just zoning) for decks under 30 inches so I guess you can do what ever you want because no one is coming to inspect it.

To make a long story short, if your dealing with HUD just add the step.

I have never seen a graspable hand rail on a deck, in my life. I think it is code here, just not enforced.
