Adding Floor & Living Space to Attic Over Uneven Joists

Assuming that your existing joists can support a floor over them and the only problem is the unevenness:

Build a new loose floor frame out of 2x4 over the old joists. Go around and shim between the old and new joists until the new frame is level. Attach the new frame to the old one with straps.

His first post says the joists are all scabbed together.
Not a good idea.

Scabbed joists doesn't imply weak joists, only implies too short.
