accoustic insulation 2

okay - here is more detail:

what i am trying to insulate is my english basement ceiling so that i can hear as close to nothing from upstairs as possible.

the constraint is that i want to leave the beams in the ceiling exposed for future modifications (plumbing & electric). no sheetrock covering over the beams, that is.

i first thought of the stuff they put in studios, soundbarrier they call it, to put it in between the beams at the top of the ceiling, i.e. directly opposite to the upstairs floor. a guy in HD told me that that would not do much as the beams would not be covered and the sound from upstairs would reverberate through the beams. he did not seem like the sharpest knife in the drawer so i don't give him much credibility but still consider what he said.

my bottom line question is: can and how do i soundproof an english basement apartment while also leaving the ceiling exposed ?
