Default 35 year ago foam insulation

Have rental house with that gosh awful asbestoes slate siding. 35 years or so ago somebody drilled like 1" holes thru outside and shot house walls full of the foam insulation. Remodeling the bath recently the foam was a pile of dust in the bottom of the stud cavity or turned to it fast enough. Was looking to reside it but need to replace windows first and insulate. What do I do with the existing foam all over the rest of the hoiuse? Blow celulose thru existing holes till cavity is full again?? Then is vinyl siding the best for a rental for toughness or is what they call cement board siding the way to go?? If you have to paint that, how often?? Cant paint the way I used to. Does that fall apart like that wide masonite board siding does?? Thanks for any help!! --d--
