2x4 imbedded in my basement slab
 
I have an older home in which the basement was added after the house was built. In one of the rooms, approximately 6 inches away from the foundation wall is what looks like a 2x4 or a 2x6 imbedded in the slab. I'm thinking it might be leftover from the slab but I'm not sure. In either case, it's completely rotted and breaks apart in pieces. I'm planning on ripping it out and pouring cement in to fill the void, but was wondering if this was the best idea or if anyone could suggest something else. It seems I have some water coming up through the 2x4. Not much but just enough to cause the cement around it to be damp...

That's a termite magnet.

Drill it, chisle it, whatever to remove it, suck out the chips with a shop vac and fill it with Hydrolic cement not concrete.

Hydrolic cement expands a bit as it cures,giving you a better water seal than regular concrete--
