125 grit monterey sand finish

I'm looking for the best clear coat product to glue / embed 125 monterey sand onto a cementatious life deck system. The deck is totally waterproof and all I want is to have a natural agregate finish. I don't like the glossy look of epoxies and hear good things about Waterborne Polyurothanes.

125 grit monterey sand finish

Where is this deck? What's it made of? If it's outside, water polyurethanes would not work too well.
