Default 1 1/2" Insulation??

While remodelling my finished basement, I pulled the 1/4" wood panelling preparing to drywall. Upon doing so, I found that the exterior wall in question was insulated with an old Owens Corning kraft faced insulation. My first thought was "wow, rodents have eaten most of this." But then I started to realize that it was uniformly paper thin across the whole wall. I looked for some markings and found the kraft paper stamped with "1 1/2" insulation". I've never heard of such a thing - 1 1/2" insulated exterior wall Plus 1/4" wood panelling, no wonder we always have to use a space heater in that room.
