wiring outlet for electric dryer
 
i installed a double pole 30amp disconnect, red and black hot wires to disconnect. white ( nuetral ) and ground to bar . used 10-3 romex wire. at plug x and y wired black and red w wired with white ground to box. when checking x to w and y to w only getting 120v reading. what is wrong i need 240v across x and y to get element working.

Measure between x and y and you will get 240 volts if you used a double pole breaker in the panel. This will give you an idea.....it's a receptacle for a dryer

Describe this disconnect.
Do you mean breaker?

What kind of panel is it?
In some GE and FPE panels you can mistakenly install a two-pole breaker on the same buss in the panel giving you the symptoms you describe.

Between x and w and y and w you are supposed to have 120v. If x and y were on the same leg the voltage would be zero between x and y.

After re-reading your post you say you used 10/3 to the plug at the plug you say you connected ground the box. There should also be a connection for ground on the plug for a 4 wire to be correct.

Is the plug a 4 prong or 3 prong plug?
