Wiring in an existing ceiling with strapping/furring strips


I have looked everywhere (or at least a lot of places) to find out if I can per code run wiring perpendicular to ceiling joists between strapping/furring strips (3/4").

I want to add a large number of cans to a tongue and grove ceiling, so I do NOT have the option of 1) cutting drywall - 2) drilling holes in the joists - 3) patch the drywall.
