wiring a dedicated switch to a outlet

I have an older home circa 1960 calif. I'm trying to wire a dedicated switch for a garbage disposal plugged into an outlet beneath the sink. at the switch I have 2 blk and 2 white wires with no groung. Both blk wires are connected to the switch on either side of a new switch. the white wires ane conected and capped off. Below the sink the outlet is new and has a ground. Blk conected on rt side. white conected on left . ground wire to ground screw. With switch on I get 118vlt from blk wire at outlet when grounded to ground. I get a reading of 2.5 to 4.1 vlts going from bk to white and the outlet. Any sugestions? Michel

The wire needs to go from the switch to the receptacle. How can you have a ground at the receptacle and not at the switch?
Your readings are indicating that the white wire is open.

How can you have a ground at the receptacle and not at the switch?

The white wire is the return path (to the panel) for the voltage.

Re check your white to white connection at the sw box. The circuit may go thru several more recepticals/switch boxes befote it finally ends at the panel. Check the connection at the panel too.
