Who told you romex wasn't allowed? Have you confirmed this with the city? I'm sure if you call the building department or planning department or whatever they call the agency that issues permits and manages inspections in your city, they can quickly give you an answer.

Kane County allows Romex in the county---Geneva allows Romex in the city--South Elgin
Heaven only knows--South Elgin has anexed in a lot of land in the last 20 years--
Are they giving you a hard time for having Romex? See if you were anexed into South Elgin--
Those people in the building department are--difficult--(that's a nice word) --very difficult--Mike--
They have codes available on line from the building department--

Thanks all who tried to give me an intelligent answer. Here's the deal: My home is on the market. Back in 2002 the basement was finished and the cam type lights in the suspended ceiling have romex wiring. During the home inspection it was suggested that an electrican look at the wiring/unsafe wiring for said lights. The buyers brought in an electrician who wants $3300 (me to give buyers) to update wiring. I researched the building codes and found that romex (or non-metalic shethed cable) is not allowed. The code was amended in April of 2009.
What I really want to know is are they trying to rip me off and get me to pay for upgrading. And, in 2002 when the work was done was it okay to use romex back then.
Just need some advice. Thanks all.

Sure sounds like a rip off to me.
There still is no conduit required in my area except on commercial work.
Still makes 0 since t me why it's needed at all in homes.

I wish I had an answer---call a local electrician ---they will know ---if it was code when built --not a problem.
Try to find an old timer --South Elgin has had a lot of changes in the last 20 years.

What does being female have to do with it?
Sorry if my answer was humorous instead of intelligent, but only someone familiar with your exact area will know this. Your local building dept will be your best bet for an accurate answer. It seems as if you did this and have your accurate answer, so at this point I'm not sure what info you are looking for.
I can tell you one thing, NM cable is NOT "unsafe". It was just not code allowed in your area at the time. Unfortunate for you, and unfortunate that your area has some stupid rules regarding home wiring.
If this is going to hold up the sale for your I would have your own guy do the work as cheaply as possible and to the letter of what is being asked for, not ONE thing more. From what I hear, guys in Chicagoland can pipe like no ones business. $3300 sounds pretty steep to re-wire some can lights.

I'm on the hunt for a local old timer type electrician. Hopefully, I can find a decent one or this contract on the home will fall through. Tired of getting ripped off when it's bad enough I'm taking a huge hit on the house anyway and being laid off doesn't help matters. Speedy, the cow kicked the lantern over in 1871 (factoid for ya).

Was the work done prior to 2009? If it was, it is grandfathered under the codes for that time. I would tell them to take a hike, and follow up with the permit office. As long as you pulled permits, it passed inspection at the time that the work was done, you have nothing to worry about.
Now, on the other hand, if you did not pull permits, it was not inspected, yes it has to be brought up to current codes. That could mean that fines could be pulled also, and a lean placed on the property, until it is compliant.
