Wiring A Ceiling Fan


sticking out of my ceiling, is a blue, white, and black wire...
is this where a ceiling fan would go?

Good possibility. Your in Illinois so likely you have metal conduit as your ground. Only way to know for sure is to see if both blue and black are the switched hots. You need a voltage tester.
