Wiring along concrete wall in condo
 
Hi, there was previously an exterior metal encasement for the electrical conduit that terminated with a couple of receptacles. The wire was spliced a couple feet into the metal encasement. What's my best looking option for wiring an outlet along this wall? Does it have to be exterior, or should I consider grinding into the wall? Will the condo association allow this?

I would have kept the existing wiring, but the encasement was so low on the wall that the new trim is too high for it (approx 3.5 inches above the carpet, or 4 inches above the cement floor.
