Wiring 3 way kitchen lights off hot outlet.

I was wondering if it is possible to wire off of an outlet that has a feed straight from my breaker box to the outlet, and power lights that are on a 3-way switch and keep the outlet hot at all times?

The kitchen small appliance circuits cannot be used for lighting. You will need to find another power source.
