wires in foam sheet insulation?

I was planning to insulate my ceiling with a sheet of 1" foam, then cover with drywall. Is there any reason I couldn't just scratch a "ditch" for a ceiling light wire into it?

Yes. Code requires the wire to be at least 1 1/4" from the face of the framing. If you decided to do this you would need to cover your "ditch" with 16ga steel.
