why is this outlet flopping on the floor

just pulled my stove out for the first time and it was filthy behind there. Why is the stove outlet laying on the floor and does this hurt anything?

The installer was lazy. I'd screw it to the wall, after cutting power of course.

Kill the power, remove the cover, two screws in the bottom plate.
If you find out someone has built the floor up to high with layers of plywood, I'd open up that drywall add a 2 X 4 block between the studs nailed to the bottom plate, install your patch and then screw it to the plate.

Not sure about your situation but the last one of those that I installed (for a stove I presume) mounting to the wall may cause the stove to be pushed out from the wall too far. I mounted mine to the floor as there was an opening in the back of the stove that was about 6 or so inches high.

Just make sure you kill the power before you attempt anything.
