Why no ground wire?

people are notorious for not connecting the ground wire to switches.
It wasn't required until recently. If it's a metal grounded box, it still isn't required.

Why no ground wire?

I actually just noticed a switch in my house that doesn't have a ground screw
The ground is looped under/around one of the screws that holds the switch in
Blue box, once more thing on my list to replace/fix

Exactly my point. Where there is Ground continuity (to the panel) it is not necessary. IMO (and it's a no-brainer) the reason the NEC tightened the rules about Grounding, is because Plastic boxes and PVC (in Plumbing) are widely used, requiring dedicated ground connections. Whereas, in years past, any professional (including DIY'rs.) installation would automatically take care of this. (Now more than Ever)Don't Drink and Drive!!!
