Where to start?

I need some ideas thrown my way about where to start on this short problem.

A friend of mine called me over. His son had plugged a really cheap extension cord into one of the recepts in his room and it shorted out and pretty much burnt the male end of the cord off.

Now there is a short in the circuit and 5 or 6 other recepts out. I tried the hot in another breaker and it trips.

It's a 12/3 romex cable and I removed the wires from the breakers and ground/nuetral buss. On the black to the bare ground in the cable I get continuity but not with the red. The black does not ring out to the ground buss in the panel. I have removed the initial recept and everything looks ok.

Did the black weld itself to the bare ground somewhere down the line?

What are your thoughts?

My thought are this a split wired receptacle on a multi wire branch circuit and he replaced the receptacle without cutting tab. Now he has a direct short across 240 volts.

Please describe the wiring at the burnt receptacle and any other that he may have changed.

The recept is not burnt. The black is one circuit and the red is another. The circuit on the red is fine.

The recept in question was on the black circuit. It rings out with the ground wire.

Did you remove the tab on the receptacle to separate the red and black circuits?
