I don't understand what you are saying...if there is 0 resistance, the voltage drop would be 0.

Zero resistance in the Romex cabling.

The panel, looking back into the PoCo, has a non-zero resistance which is the Thevenin equivalent impedance.

For my panel it's 0.022 ohm which gives me a 240v/.022 ohm = 10,800A short circuit current.
You can measure this yourself with a wall oven/stove and a 4-1/2 digit DMM.

From another thread, houses down the block may only have 240/0.08 = 3kA short circuit current.

If you pull 400A from your car battery and it's terminal voltage drops to 4v, it's equivalent impedance is about (12.8-4)v/400A equals also 22 milliohms.
