Watts in the box

Okay,

So I went to a home show and a local contractor (Md.) had a product they referred to as watts in the box that they said was used in the South, but they have just started selling (say they are the only contractor around selling it). It is supposed to regulate the energy that goes to your resting appliances, etc. The guy said that it was $896, and that they could guarantee that you would use at least 16.9% less electricity due to it.

I am wondering why I have never heard of this before and why everyone doesn't have one of these. Doesn't pass the sniff test yet. Ideas?

Ben

So this thing is smart enough to figure out which appliances are in standby
