voltage and breaker

Why am I getting a reading of 47 volts when I have the breaker off,

Most probably you are reading phantom voltage with a digital meter. Use an incadescent lamp to load the circuit and remeasure.

Get one of these and you will not have to worry about phantom voltages. Every DIY'er should have one.

If it's true voltage, you may have two circuits sharing the same neutral. Keep the meter on the circuit and try shutting off other breakers, one at a time.
