There are a lot of rules. I'm sure the sparkies will chime in with the bad news. What type of building is it? At eight storeys, romex would probably be disallowed in any case. Whether conduit or MC cable is ran, it will need to be fastened at a regular pattern along the chase, I don't think you would be allowed to drop and drape the wire down the hole. Any penetration thru the chase would likely need fire caulking.
Some of the fire caulking requirements may not be applicable to a very old building, and some aspects of the building may allow some degree of "grand fathering". But given that this is a new circuit(s), you could expect that new building, electrical and fire codes will be involved.
You need tpo consult s pro who is savy about commercial and/or multi-family construction. Be aware that many residential romex rope-pullers may give you a good price, but their knowlege may be lacking. As a commercial and industrial superintendent of many years experience, I have dealt with more than one fresh faced residential electrician who the owner threw on a commercial job because the owner could get him very cheaply. I literally knew more about commercial wiring than he did.
