Update basement cables


I bought this house 3 years ago. It is wired with ungrounded Romex.
I'm in the process of finishing the basement and am going replace the old cable before its closed in.
Is a permit required when replacing an old ungrounded cable with a grounded cable?

Update basement cables


Depends upon the local Inspector & code
Here a permit would be required
Put enough circuits & outlets in..only want to do that once
