Two circuits on one 2-pole breaker
I was looking at my service panel and discovered that a single 2 pole 20A breaker is being used to provide power to both a 120 v load (using a neutral) and and 240 v load without a neutral). The combined load is less than 10 amps. Is this arrangement permitted by the NEC?

Yes, you have a MWBC (Multi Wire Branch Circuit) with line to line (240) and line to neutral (120) load.

Yes, done all the time, I generally do it when an air handler is 240v and I need a 120v receptacle located at the unit as well.

I like that......that way if you kill power to ether ckt....your killing both....better than have your 121 power from a different breaker.

Of course a disconnect is at the AHU... and besides, money is always an issue, so that's what they get.
