Then there's another panel someplace.
It's common to have two panels when there's two floors in a home.

Okay, I would imagine it is in my attic then because I have been searching for another panel for a couple of days now. Thank you for the quick reply

Not likly it's in the attic. Checked the outside walls near where the meter base is?

Some older houses have panels in the attic.

Don't rule them out without at least looking up there ...

Could be like my house with the old Zinsco panel.

All 220v, and some 120v, are outside in a meter base panel, and then there's 120v sub panels in the garage, crawl space, and attic.

A total PIA. Especially so for setting up a transfer switch for the generator.

Well the panel in the basement is new when I moved in 3 yrs ago and never had to do anything with the upstairs lights until I was told to put a ceiling fan in the master bed room.

is this a single family house or multi unit? If multi unit it would be a possible case of "mixed" wiring. If this was a multi and converted to single unit, you may have more than one main panel as already mentioned.

Is the panel box marked as to what each breaker controls? Also, if you can, post a picture of the box with the door open and all the wires coming out of it. We may be able to see if there is a sub panel wire coming out from it. My first suspicion is a sub panel somewhere and my next is the main is not actually turning off along with the breaker for the lights.
