A friend of mine just bought a house but the wires are cut from the basement, she doesn't have a lot of money so someone told her at homedepot that she can run all 14-3 awg throughout the basement. Is this possible?

Taking electrical advice from Home Depot is a bit like getting doctor's advice from a plumber. Not the best idea. I am guessing this house was a foreclosure, and the copper was perhaps stolen. Your friend may well need a licensed electrician to handle her problems, especially if she knows little or nothing about wiring. As to running all 14/3, this would be an unlikely solution to the problem, as some circuits are likely to require 12 gage wire (20A circuits), some may require 10 gauge wire (30A circuits), and some may require 8 gage wire (40A circuits).
