Sounds like you are having some excavation done and a locate was done. Those flags are the location of a buried cable that needs to NOT be dug up during the excavation.

OR your neighbors are having some work done. If all the marking is in your yard and you're NOT having any work done... you need to talk to your neighbors. Someone is having some work done and their yard is not marked!

(which would stink if some sub-contractor shows up and starts digging toward your house to install a new sewer line that you don't need! )

Basically it will warn a person whom run the excatovor or other digging equiment to warn them there is a electric cable buried in that area.

Per most area rules is power dig until 18 inches { some are required 24 inches } away from the line then hand dig near to it to prevent damage the electric cable.

The depth will varies a bit but it will be more than 24 inches deep for direct burial cables for conduit it will varies a bit useally 18 inches or deeper.

You may see other colours like yellow which it mean gaz and orange is for commuation cable like tv cable or data cable, Bleu for water , Green for sewer, White for excvation route or line { black on snow in winter time }

Merci.
